The upskilling cycle illustrated here shows a national framework, corporate growth, and employability elements for workers. Both frames are powered by new skills and include elements aimed at boosting economic growth and social inclusion. The steps provide a practical, fool-proof methodology for ensuring that the working population in every country is able and progress with changing times, and technology.

This is a critical element. Adaptability, leading to employability, is a central challenge for workers. In the scenarios we used here, the employer intervenes before the workers’ ‘obsolescence’. The worker invests in their skills to maintain the required level to be of service to the company.

The scenarios are all positive. Yet sometimes, by acting late, or worse, communicating at the last minute, the company can create distrust or cause stakeholders, such as unions, to send ambiguous or even negative messages to their workers. The wrong initial set-up or oversight, off-target communication, or discussions, will inevitably require added effort to engage workers positively. It will frustrate efforts and slow adoption of the mindset that supports upskilling efforts. To ensure efforts have a positive outcome, the upskilling initiative should include:

For the employee:

- a national initiative led by the government and hierarchical

- positive communication with, and from, supervisors, ensuring that workers feel supported during the project. They are the workers’ first line of support

- a positive employee mind-set that keeps an open mind and asks for help when needed

- positive interaction with and behaviour of management and other stakeholders

- strong support for the workers’ upskilling decision, through execution and right up to completion

- external support during the worker’s critical decision-making (eg embarking on and during training) guided by standardised rules for all personnel advisors, and organised communication with the company
